Digital Revolution in Justice: Ondo Moves to Make Laws Free and Accessible Online

The Ondo State Government has begun the process of digitising all existing laws in the state, with plans to make them freely accessible to the public through electronic platforms, in a move aimed at strengthening transparency and improving access to justice.


The initiative, unveiled on Thursday, is designed to enhance digital governance within the justice sector while expanding access to legal information for citizens, professionals, and institutions.


The Attorney General and Commissioner for Justice, Olukayode Ajulo, disclosed this following a strategic meeting with the Managing Director of LawPavilion Business Solutions Limited, Ope Olugasa.
Ajulo described the partnership as a major step toward modernising legal processes in the state, noting that it would significantly transform how citizens, lawyers, judges, students, and policymakers interact with Ondo State laws. He added that the initiative positions the state as a frontrunner in leveraging technology to improve justice delivery and promote transparent governance.


Under the arrangement, LawPavilion will handle the complete digitisation of Ondo State laws, publish them electronically, and ensure they remain continuously accessible through its platform.


The meeting, held at the Attorney General’s office in Abuja, also featured Olugasa, who explained that the project was driven by personal conviction and his long-standing relationship with Ajulo, spanning over three decades. He described the initiative as a way of giving back to his roots, recalling that his late father served as Provost of St. David’s Cathedral, Ijomu-Akure, and emphasized his commitment to strengthening the justice system in the state.


Olugasa further revealed that LawPavilion would deploy its LegalTech solutions, including electronic law reporting and advanced legal analytics tools, to ensure that Ondo State laws are easily searchable and readily accessible at all times.


Other attendees at the meeting included the Administrative Secretary of the Office of Public Defenders, Mrs Grace Olowoporoku; Director of Library Services at the Federal Ministry of Justice, Mrs Helen Falowo; and Special Assistant to the Attorney General, Mr Bade Owate.


Ajulo noted that the digitisation project would eliminate dependence on bulky printed law reports, providing faster and more efficient access for legal practitioners, judges, students, civil servants, and the general public. He added that the initiative would improve efficiency within the justice system, reduce delays in litigation, strengthen the rule of law, align Ondo State with global e-governance standards, and help cut public expenditure.
Describing the collaboration as a model of value-driven partnership, Ajulo stated, “Today, Ondo State writes a new chapter in its legal history. With LawPavilion as our partner, we are not just digitising laws, we are democratising justice and building a smarter, fairer future for our people.”
