FG Directs MDAs to Go Fully Digital, Scrap Paper Use by December 2025
The Federal Government has issued a directive mandating all Ministries, Departments, and Agencies (MDAs) to completely digitise their operations and eliminate the use of paper by December 31, 2025.

This announcement was made by the Head of the Civil Service of the Federation (HCSF), Mrs. Didi Walson-Jack, during a world press conference in Abuja on Wednesday. The event was held in preparation for the 2025 International Civil Service Week and African Public Service Day, scheduled for June 25–26.
According to Walson-Jack, the move aligns with the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP 25), which concludes at the end of the year. The initiative is designed to drive digital transformation, strengthen performance management, and improve service delivery within the civil service.
She noted that the Office of the HCSF had already gone paperless before she took office, emphasizing that digitalisation is not just a target—it’s already in motion. “We are fast-tracking the implementation of digitalisation, one of the core pillars of FCSSIP 25,” she said.
“This isn’t just a directive—we’ve already done it. Now we expect all MDAs to follow suit. The race to December 31 is on, and with continued effort, we are confident the entire civil service will be paperless by the end of 2025.”
As the deadline approaches, the federal government is ramping up efforts to institutionalise digital workflows as a central element of public sector reform.
