The Birth of Abiyamo Maternal & Child Health Insurance Scheme (AMCHIS) in Ondo State
The Abiyamo Maternal & Child Health Insurance Scheme (AMCHIS) is an equity scheme funded by the government of Arakunrin Oluwarotimi Akeredolu, SAN, for two groups of vulnerable people – the pregnant women and under-5 children. under this scheme, the Ondo State government shall pay a certain amount as PREMIUM for the pregnant woman and her under-5 children and 7 hospitals that have been designated as Mother & Child-friendly hospitals across the 3 Senatorial districts of the state shall be the PROVIDERS of this scheme with certain BENEFIT PACKAGES for the pregnancy and under-5 care clearly stated as contractual agreement with the providers. these hospitals are;
Mother and Child Hospital, Akure,
Mother and Child Hospital Ondo (UNIMEDTH),
General Hospital, Owo
State Specialist Hospital, Ikare Akoko,
State Specialist Hospital Igbokoda
General Hospital Ore,
General Hospital Okitipupa.
However, the criterion for any beneficiary of this scheme is the state residency card (kaadi igbeayo), which should normally be gotten at a rate of N2,000 but shall be given free to all pregnant women as the state government shall pay the issuing agency, the State Information Technology Agency (SITA), the cost of production.
HOW AMCHIS WORKS
Potential beneficiary to obtain Kaadi Igbe Ayo (Residency card) by registering with the State Information Technology Agency (SITA)
Potential beneficiary (pregnant woman) to obtain residency card at NO COST
Pregnant woman’s residency card to guarantee access to enrolment & benefits of under-5 children services of her children.
Photocopy of woman’s Kaadi igbeayo to be affixed on the outer front cover of her antenatal case note/booklet
Enrolment/Antenatal Care (ANC) registration at hospital premises to be done either ELECTRONICALLY through an application software being developed by ODCHC IT Consultants or MANUALLY by designated & trained desk officers (by medical records, before doctor’s consultation-STEP 1)
Update of ANC registration (by medical records, after doctor’s consultation –STEP 2)
Submission of monthly ANC summary by medical records (excel sheet-soft & hard copies). Deadline for submission is 24 hours after State validation meeting at MoH via E-mail in first week of next month
-Verification/validation by ODCHC – within 5 days after State validation (random 10% of all enrollees shall be called via phone)
Tranche A payment of bundled tariff for verified ANC shall be on 15th of next month
Pre-Abiyamo clients (already booked ANC in hospitals) who want to join Abiyamo scheme MUST get Kaadi Igbeayo within 30 days moratorium (by 1st Jan. 2020) for ODCHC to pay for their delivery
Submission of monthly delivery summary to ODCHC by medical records 24 hours after State Validation meeting
Verification/validation by ODCHC within 5 days after State validation (random 10% of all enrollees shall be called via phone)
Tranche B bundled tariffs payment for delivery, postnatal, neonatal, puerperium to be paid on the 15th of next month
Bundled tariffs to be paid to the 7 hospitals shall be split into two;
Tranche A – for ANC
Tranche B – for labour, delivery, puerperium & neonatal care
Fathers whose wives are not pregnant should obtain kaadi Igbeayo to give access to enrolment & benefits of under-5 children services of his children
Father/mother to present their “Kaadi Igbeayo” on behalf of their under-5 children as well as the “birth certificate” of the child
Medical records officers to affix photocopy of the father/mother’s Kaadi Igbeayo to the outer front cover of the under-5 child’s hospital case note
Medical records officers to affix photocopy of the under-5 child’s birth certificate (National Population Commission) to the inner cover of the under-5 child’s hospital case note
Adherence to contractual terms (qualitative service delivery etc.) shall determine the payment of Tranche B
